In-Camera (possible): Long exposure (to create the smooth gradient in the sky).
Basic Panel: Convert to Black & White, Contrast +35, Clarity +15.
B&W Panel: Blue -100, Aqua -80 (to make the sky nearly black), Yellow +30 (to brighten the building).
Masking (Sky): Add a Linear Gradient from the top-left corner. Inside mask: Exposure -0.50, Clarity -20 (to smooth the gradient).
Masking (Foreground): Add a Linear Gradient from the bottom-right. Inside mask: Shadows -10, Blacks -15, Clarity +10 (to add "crunch" to the tiles).
